New York became the first State to ban the use of handheld cell phones while driving. Citing the increasing number of accidents caused by distracted drivers, Gov. George Pataki recently signed the bill into law.
Nearly 40 other States are considering similar laws. New York's will go into effect November 1, with violators receiving warnings until December 1 when fines of up to $100 will be levied. A recent poll revealed that 87% of New York residents favor the ban.
