Three American citizens on a weeklong Carnival cruise to Mexico drowned July 13th when their glass bottom boat capsized near Baja, California. Elizabeth Steven, 64, Paulina Armijo, 54, and Dorothy Farnman, 32, died in the accident.
According to Carnival officials, 17 passengers from the company's Elation cruise ship went on the Cabo San Lucas-based water taxi.
It is unclear what caused the boat to capsize. Some witnesses reported that the vessel may have stuck some rocks but others say that a wave caused the boat to overturn.
Cabo San Lucas, a popular tourist destination, has hundreds of similar water taxis. Tourists pack the glass-bottom boats to watch local sea life.
Police are investigating whether the boat was overloaded when it capsized. The captain told reporters that all the passengers wore life jackets but some lost theirs in the water because they were not properly fastened. However, witnesses contradicted the captain's story, saying that none of the passengers were wearing life jackets.
