The father of a 2-year-old who was beaten to death in her mother's Queens apartment has filed a lawsuit claiming the city's Administration for Children's Services (ACS) is partially responsible for his daughter's death. Sydney Achan was rushed to Weill Cornell Medical Center in Manhattan after paramedics responded to a 911 call from Sydney's mother. Emergency crews found Sydney unconscious upon arrival at the apartment. Sydney's father, Adrian Achan, who is separated from the child's mother, Debra Achan, alleges that ACS failed to properly investigate allegations that young Sydney was abused.
Doctors told Mr. Achan that his daughter suffered multiple skull fractures and brain injuries. The medical examiner ruled her death a homicide.
Attorneys for Adrian Achan say that he took his daughter to the hospital months before her death when he noticed bruises on her neck and shoulders after Sydney visited her mother. The treating physician at the time immediately notified ACS. The lawsuit claims the agency failed to properly investigate the allegations that Sydney was beaten.
Sydney's mother, Debra Achan, and her boyfriend, Israel Lopez, are prime suspects in the homicide.
