The National Highway Traffic Safety Administration defines sudden acceleration as follows: "Following a normal start-up in Park or Neutral, the vehicle accelerates uncontrollably, usually as soon as the driver shifts into Drive or Reverse. The brakes are often not effective in stopping the car soon enough to avoid an accident. Vehicles may take off, sometimes crashing through walls or hitting several parked cars."

Many automobile experts would include within the above definition an unexpected acceleration while the car is already in motion.
